No there's a specific spell to make a Horcrux ( harrypotter.wikia.com/wiki/Horcrux-making_spell )
Bellatrix could make her Horcrux if she wants, but she didn't.
The only people known to have made Horcruxes were Tom Riddle and Herpo the Foul.
After you kill someone, you just have the ability to split your soul, but there is a special spell to create one and there must be something that you want to put your horcrux in.
If you were to kill someone, you would have the ability to split your soul. It's more complicated than you think. You don't just "Get" Horcruxes, but good question
I'd like to add that you have to murder someone for it to work. Killing itself won't damage your soul, only murder, as the supreme act of evil (Source: harrypotter.wikia.com/wiki/Horcrux ), could damage one's soul.
