It was never mentioned in canon but I would assume that she was his kinship carer. That's like a foster carer but it's someone in the family and it's generally permanent, unless there is some hope of returning the child to his birth parents. It is usually preferred to adoption because as a kinship carer you would receive a carer' s allowance whereas if you adopt you assume all financial responsibility. However, I'm not sure what the laws were regarding foster care/adoption back in the 80s when Neville's parents became incapacitated. I think though that we can presume she would have taken whichever route was in Neville's best interests and he had a fairly stable, if somewhat strict, home life with her.

Most likely no and don’t you think Alice and frank longbottom would have planned that if anything happened to them what would happen to Neville HE WOULD STAY WITH HIS GRANDMOTHER !!!! Bonus Neville is only bad at magic because he uses his dad’s WAND and if you truly love Harry Potter then you would know that when you kill/defeat a wizard you earn there wand and if you steal someone’s wand them it malfunctions as you see in the chamber of secrets when lockheart try’s to use Ron’s wand . Neville did not kill or defeat his dad ! Mind blown 🤯
Neville was not bad at magic because he had his dads wand. He had a confidence problem. And spells took him longer to learn. Once he was in the DA and he new bellatrix had escaped he found his confidence and began to amaze even Harry at how quickly he was learning. Voldemort never won the elder wand but was still able to perform his magic with that one and Lucius’s wand. Harry also used both hermiones wand and a snatchers wand. but the best magic will happen when the wand chooses the wizard.
The only reason Ron's wand malfunctioned in CoS was because it broke when he and Harry crashed into the Whomping Willow.
That is correct. That’s also why he ate slugs when he tried to curse Malfoy after he called hermione that awful word.
