I believe that the stronger wizard was Voldemort, who was able to create seven horcruxes, come back from the “dead” and rally so many followers.

1. harrypotter.wikia.com/wiki/Voldemort is not totally crazy... that was harrypotter.wikia.com/wiki/Bellatrix. 2. Voldemort wouldn't kill everyone either. He literally offered the ones who fought at the harrypotter.wikia.com/wiki/Battle_of_Hogwarts to join him to prevent their death. 3. harrypotter.wikia.com/wiki/Grindelwald does not trust harrypotter.wikia.com/wiki/Albus_Dumbledore. Or at least not anymore. They split after their three-way duel with harrypotter.wikia.com/wiki/Aberforth_Dumbledore in which harrypotter.wikia.com/wiki/Ariana_Dumbledore died.

I personally don't think that we can judge how powerful Grindelwald is at the point. We haven't seen much of what he can do (we know that he is a very skilled wizard through the books and his successful human transfiguration to harrypotter.wikia.com/wiki/Percival_Graves , though) and therefore have not enough information of how powerful he actually is.
