Invisibility cloaks are made from demiguise hair. Unlike Harry's Invisibility cloak, which is a deathly hallow, the commercial ones tend to stop working after a while.
Both of those answers are correct. Some are made from demiguise hair, and some are enchanted with a disillusionment charm. It isn’t clear how Harry’s was made.
