The purpose of a patronus is to repel the dementer using a positive force in the form of an animal which is not associated with dementor like qualities. To have a patronus as a dementor would be impossible as the conjurer accesses their happiest memories, a dementor could not be yielded even for the darkest of people who all have something to fear.
