If we compare Voldemort and Dumbledore so Voldemort was more powerful because if we accept that the elder wand was really the most powerful wand so we can't deny the fact that Voldemort matched Dumbledore's spell for spell equally just with a simple wand so obviously Voldemort was more powerful.

And Grindelwald and Voldemort never had a dual so we don't know who is more powerful but Grindelwald and Dumbledore were equally matched too but Dumbledore won that dual we don't know how so it's obvious that Voldemort is more powerful than both Dumbledore and Grindelwald.
