Exactly. It would be like comparing Hitler and David Duke. Both are terrible people, but only one of them committed genocide.

I’m not even sure I’d say that she’s the worst witch. Bellatrix tortured the Longbottoms into insanity, killed Sirius, and is responsible for countless more heinous crimes.

Yes, but here are some of the reasons why she is the worst

1. She was Annoying as heck

2. She made really stupid rules

3. (I saw this one somewhere else) She was the only other person that gave harry a scar that was not Voldemort

4. Wouldn't let the kids use there wands to DEFEND themselves (AND YOU NEED WANDS IN DEFENSE AGAINST THE DARK ARTS)

5. She was one of those people that basically is always smiling but is a TERRIBLE person

I’m not defending Umbridge. She was a terrible person. However, she was mostly just unpleasant and petty. She did a few horrible things, like unleashing dementors on Harry and Dudley, and sentencing muggle borns to Azkaban, but her crimes pale in comparison to the likes of Voldemort and Bellatrix.
