Luna Lovegood obvi. She never showed any strong signs of extreme emotion. She always spoke in a calm, relaxed voice.

To be honest, I would probably have to go with Luna or Dumbledore. Tonks didn't really hit me as someone who was particularly relaxed, and the twins spent most of their time screwing around, which doesn't seem particularly chill. Lockhart still seemed pretty narcissistic post-memory loss, so I wouldn't file him as chill
