Goblins have been an important part of the Wizarding world for centuries and trusted with protecting and storing the greatest treasures of Wizards and Witches everywhere through Gringotts Wizarding Bank .
They are one of the few magical citizens classed as a "Being" defined as "any creature that has sufficient intelligence to understand the laws of the magical community and to bear part of the responsibility in shaping those laws"...
...and yet through Wizarding History their representation on such bodies as the Wizengamot , or the Wizards' Council which later became the Ministry of Magic has been limited to Wizard representation in such bodies as the Goblin Liaison Office.
Stripped of rights with Wizarding law such as the Code of Wand Use, Goblin rights issues have been the catalyst for many Goblin Rebellions but without any real progress in Goblin Rights.
Griphook: "The right to carry a wand has long been contested between wizards and goblins."
Ron Weasley: "Well, goblins can do magic without wands."
Griphook: "That is immaterial! Wizards refuse to share the secrets of wandlore with other magical beings, they deny us the possibility of extending our powers! As the Dark Lord becomes ever more powerful, your race is set still more firmly above mine!β
