So I think I'm gonna go with kind-of because I wanna support Hermione, and there might be some elves (though this would be rare) that would appreciate this, but the majority of elves like work.
In OotP, because of SPEW, no house-elves go to the Gryffindor common room except for Dobby, meaning that it probably doesn't even have proper cleaning. Hermione is being such a jerk in this situation.
All creatures should be free. House elves should have choices in their employment and actions, just like anyone else. I didn't realise this was a question.
