In Harry's second year, Dobby came and use a charm in the Dursleys' house, causing Harry in trouble with the MOM since they tracked who cast the spell due to the address and thought Harry had did the charm

In Harry's fourth year, Mr. Weasley came pick up him to the Burrow for the Quidditch World Cup. He use a spell to repair Dudley's tongue. There's no letter. In Harry's 6th year, when Dumbledore went to pick up him, he did use magic in Privet Drive. No letter

What's happening?

They're adults, not children. Only cbildren under the permitted age receive letters.

No, what they're trying to say is why didn't the Trace go off?

There's some stuff on the wiki page about this, basically since Arthur organized the floo connection to the Dursley's fireplace, the Ministry knew he was going to be there and that he might use magic. Not sure about Dumbledore though.

@Bulbasaur Girl what about Dobby case? That's why it's a plot hole. And I meant about it's happening in Privet Drive, where Harry live. Why didn't the Ministry suspect him?
