Its a little bit hard to say, since Crouch was rigging the whole thing. Cedric tied with Harry, but it isn’t clear if he would have done as well if Harry hadn’t told him about the dragon, and Crouch hadn’t helped him with the egg clue and then taken out Fleur and Krum in the maze.
I voted for Cedric, but now that I think about it I think it would have been Krum. Krum and Fleur would both still have had Karkaroff and Maxime cheating on their behalves, and Fleur still would have screwed up in the second task.
