I would say Barty because he sacrificed more for Voldemort than Bellatrix. I mean he turned his back on his own family and their beliefs, only to be one of his servants. Also after his imprisonment under the imperious curse he wanted only one thing. Serve Voldemort.
Bellatrix was very loyal but her actions weren't so different from the things she learned when she grew up.
