True. My personal favourite is Kingsley (Imo) and next is Rufus.

I agree that Scrimgeour was a good man, but the Ministry was still quite messy under his reign, he made the same mistake as fudge creating a false sense of security which led the Ministry to be more and more corrupt by death eaters.

I love Kingsley but he controlled the Ministry during a time of relative peace so we didn't get to see how well he would work under the stress of a war

Creating a false sense of security and allowing your government to become more and more corrupt while letting known death eaters run rampant isn’t what the government should be doing.
