Hmm. . . hard to choose. I guess Draco was better, since he didn't do much other than call names and have the usual petty fights.

Even Harry himself admitted that Draco was almost as bad (or even worse) as Dudley.

Yes but Dudley show that he changed, while Draco didnt. You cant forgive draco and hate dudley.
