Also it's the UK, everyone drinks here. I, as a person under 18, drink. My brother, a person even further under 18, drinks. We've been allowed alcohol since we were like 5, because it's actually legal. You can legally drink from the age of 5 upwards as long as it's at home, with parents/guardians present and you only have a bit.

Butterbeer barely has alcohol, it can only make you drunk if you drink wayyy too much of if. In GOF, Winky became a drunk, because she drank lots of it, but that was the result of it only because Winky is an house elf, and their bodies are much smaller than humans, so she couldnt take the amount of it. It wasn't really mentioned when is it legal in the Wizarding world to drink actual alcoholic drinks, but I would guess it's 17, as thats the age people become legal adults in HP. Dumbledore wouldn't let his students go to Hogwarts if he knew they would get drunk

Butterbeer isn't alcoholic. I think it might have a teeeeeeny bit of it but it definitely isn't enough to actually make someone drunk, or for a child to become an alcoholic. It is like when teens drink tea or coke. It has some caffeine but not enough to harm them

Butterbear has a very low alcohol content. Not enough to affect people, but enough to work on house elves, it has an alcohol content of 0.5% although 0.5% is only like canned Shandy Bass. If you make it at home it'll be closer to 3% but Fire Whiskey on the other hand is straight up hard liquour, which is why underage wizards can't buy it.
