She isn't but I think she resonates with people so much because she's a known evil. Even if not that extreme, everyone knows an Umbridge and most people had to endure one in their life. They can grasp it whereas Voldy is completely dehumanized. He's practically Evil McBadguy. That's incredibly rare. There were historical figures like him but the general Potterhead will not have suffered from one, so it's an evil they can't relate to

She definitely isn't, yet I constantly see polls where she's voted as the most evil character in HP, which is irritating.
