Percy Weasley was blinded by his ambition because as a Fudge saw him as a way to get into the ministry and overall get information on Dumbledore . Fudge probably convinced Percy into doing a lot of things he should not have so I think Percy has paid enough for his mistakes (Fred dying) and is a better person . I think he would be the easiest to defend out of them all (Other than Mundungus as I do not think he did anything wrong to be put on the poll )

Note : Percy actually had a chance of being in Slytherin since he was ambitious , clever , a leader (leadership) , self-reliant etc . I think the only reason Percy was not in Slytherin is because that would probably mess up some things that happened in the series .
Oh and @Luuyuu As i explained by Sirius in the 4th book the chapter "Padfoot returns" Mr Crouch Senior was power-hungry and sent his own son to Axzaban (< I probably spelt that wrong) and only freed him because both his wife and Winky persuaded him and he loved his wife a lot , though he hated his son and probably never really liked him
Fun fact: When Voldemort killed her Lily was pregnant with her second child and had convinced James into trying to make peace with Snape

His job was to send criminals to Azkaban, it'd be illegal if he hadn't. There's nothing wrong with condemning criminals, in fact, that's the right thing to do.

As for Mr Crouch you still have to explain the fact why he was so ruthless and power-hungry , ex. He sent Sirius to jail WITHOUT a trial . Mr Crouch senior was a heartless person in general
