• Execution as a punishment is very severe, and a lot of really powerful people really like their house elves, so they could retaliate

• How do we get to the position where we can declare and enforce that law or use imperio on everybody?

Imperio is an unforgivable curse,so yes, it is illegal unless it is forthe sake of good by someone in high power.

I don’t think there are actually any exceptions. Who decides what the sake of good is? Harry obviously got away with it, but legally he should have gone to Azkaban for that.
