Severus Snape: 50% broken, 50% evil.
Sure he got bullied and all that, but telling the prophecy and being infatuated with Lily, not to mentoined his trash treatment of Harry and most students earns him a 50/50. Sorry.
Dolores Umbridge: 70% broken, 30% evil.
I feel like shes just an ultra annoying teacher who hates muggle-borns, and about the muggle born azkaban thing i think she just wanted to be on the safe side. Still hateable though
Lucius Malfoy: Pure evil.
Trying to kill ginny. Buckbeak. Treatment of Dobby. i think that is enough. not to mention hes a coward when he screwed up Voldy's mission.
Lord Voldemort: 80% evil, 20% broken
Sure i understand all the evil he did but the definition of broken chracacter includes a sad backstory, which he definitely has
