Tbh, if Riddle had actually lived with his parents, the wizarding world would have been a much better place. And all of these people will have actually lived with their parents. So, for the greater good, I’m choosing Riddle.

All of them. Although I think far more lives would have been saved if Tom was raised by his mother, I don’t think he is more “deserving” of that than anyone listed here.

Edit: A Tom Riddle who never became Lord Voldemort could have become a wizard more akin to a more ambitious, arrogant and far less kind version of Albus Dumbledore. He wouldn’t have been the murderous, hate-filled, thanatophobic megalomaniac that is Voldemort though.
