All of them. Although I think far more lives would have been saved if Tom was raised by his mother, I don’t think he is more “deserving” of that than anyone listed here.
Edit: A Tom Riddle who never became Lord Voldemort could have become a wizard more akin to a more ambitious, arrogant and far less kind version of Albus Dumbledore. He wouldn’t have been the murderous, hate-filled, thanatophobic megalomaniac that is Voldemort though.
