He is dumb

it's not really something that's factual or looked over, and we don't have many moments of him in the series

if it was a fact it would've been clearly inputted into the series that he was dumb with a few examples and reasons, but it wasn't really clear, also explaining many people considering him not to be dumb

so it's kind of a matter of speculation because he has both a few dumb and smart moments, so it really is kind of a matter of opinion

His brain does not appear to be adept at observing and analyzing information, drawing logical conclusions from it, or applying those conclusions to make calculated and informed decisions. That's what I think intelligence is and if you have a different definition let's clear that up so we are discussing the same term.

we don't see much of him anyway so it's hard to tell, but he's got a good heart at least, which is important

Can we try to stay on topic? Dobby’s punishments were self inflicted because Elves are magically bound to obey their masters, and Dobby was ordered to punish himself for disobedience. He was physically unable to avoid punishing himself. Dobby also seems perfectly smart. He’s no genius, but I can’t really think of anything too stupid that he did apart from the bludger.

You have a very valid point but I can't recognize it because I have limited self awareness and control and don't want to leave my stance of misinformed and hateful edginess that says everyone should die in the hp universe. Also he just annoys me.
