It's a small point, but Fenrir was never actually a Death Eater and didn't recieve the Dark Mark. He certainly agreed with Voldemorts ideals, but mainly joined to get better access to children he could convert. Voldemort recruited him as a weapon- not one of his inner circle.

Lucius was a horrible father and honestly Bella wasn't that bad so in my opinion Lucius sucks. No if ands or buts about it.
