While I voted Moody, you can't completely discount Umbridge- she can summon a corporeal Patronus, which is an achievement in itself. We never actually see her in action, so she's a bit of a wild card- I mean we never see Molly in action until her duel with Bellatrix.. i doubt many would be voting her to win that duel if we hadn't seen it happen.
