Rappaport’s law was a huge overreaction to a minor incident. In general, muggles seemed more of a threat to each-other than to wizards.
I'm pointing out that contact with the Muggle world, however apparently small, can have disasterous effect. The Statute of Secrecy and Rappaports law weren't born out of the Muggle threat being 'laughable'.
Salazar gave his family and friends a tool to defend themselves, a tool which they never unleashed in 1000 years of conflict at different levels. These are not the actions of a Villian
The conflict with the muggles was mostly minor, but was inflated by fearmongers and fanatics. There were a few instances of muggles successfully harming wizards, like in Salem, and even with Dumbledore’s family. For the most part, wizards were able to use magic to avoid muggle persecution. The idea of muggles successfully invading a well defended wizarding fortress is laughable. Even Voldemort barely managed it.
The fact that none of Salazar’s heirs until Voldemort chose to unleash the basilisk doesn’t change Salazar’s intention. I suspect it was some time after he left before any of his heirs returned to Hogwarts, and by then they may not have considered it worthwhile to carry out his plan.
The laughable part is you saying that the Statute of Secrecy is basically pointless because Muggles aren't a threat because on the whole wizards have been able to avoid much trouble.
You also speculate about the motives of his decendants a breath after dismissing my speculation.

Muggleborns aren't always bad people tho, unleashing a basilisk to wipe them out is hardly 'self-defence'- look at hermione, she plays by the rules so much that she'd never even hurt a fly... unless it messed with her of course >:)
The statute of secrecy is pointless. It is based on bigotry and fear. Muggles and wizards will never be able to let go of their prejudices unless they actually interact with eachother.
Perhaps I am speculating on the motives of his descendants, but so are you. The fact is, we don’t know why they chose not to open the Chamber. I simply offered speculation to show that your interpretation is not the only one that is possible.
