Also, all wizards and witches must be educated on how to use their magic once they are old enough to attend Hogwarts, for an uneducated wizard or witch can be dangerous, and it's not Harry's fault that the Dursleys hate magic and lied to him all about it

And Hogsmeade had dementors in it at the time of Harry's attemtping to go their for the first time, so I wouldn't let him go near there, unless he's willing to risk his soul lol
