Apparently any spell can be used to harm, eg. Wingardium leviosa can drop a rock on your head, but are there any spells which couldn’t be used dangerously? (Ignoring the patronus charm of course)
I think Quietus is a harmless spell, since it's just a counter spell to a magnified voice and couldn't really do any serious harm if the spell went wrong.
