When teachers and prefects say out loud the words of adding or substracting points, the gems get added or removed.
There must be some spell in place, which enables teachers and prefects to get the authority and ability to control the gems like that. A regular student couldn't just say words out loud to change the points.
Have you ever wondered why Snape (despite giving out multiple detentions to Harry) did not deduct any house points from Gryffindor after Harry nearly killed Malfoy with the Sectumsempra Curse? Normally Snape would be more than willing to use any excuse to take scores of points off Gryffindor, especially when it involves Harry. This would have been his golden opportunity to take off 200 points (or more) from Gryffindor (and he would be justified in doing so).
But i guess he did try to ensure Gryffindor wont win the Quiddich Cup by keeping Harry in detention throughout the match, but to no avail.
Only time I’ve ever seen Snape give points to Gryffindor was in this YouTube video (didn’t actually happen in the story) I think is called Hairy Pooper

Snape sneered down his nose when he got to Neville's cauldron. "Longbottom, did something happen to the instructions on the board?"
Neville gulped. "No--no sir."
"Then why, when the instructions say very clearly to make a Pepperup Potion, a thin, red potion, do you have a green sludge?" He sneered again. "That's a zero, I'm afraid."
Neville blushed in shame.
Harry grew hot. "If Crabbe can't even gouge his out his cauldron, and you let him redo it, why go off on Neville?" he demanded.
"Detention, Mr. Potter," Snape said silkily. "And twenty points from Gryffindor."
When the class ended, Harry left the classroom angrily. He was positively furious, even though this was a near-daily occurrence.
Not looking where he was going, he bumped into Dumbledore, who dropped the book he was holding. Harry, with all the reflexes of a Seeker, caught it before he hit the ground and handed it to Dumbledore. "Sorry, Professor," he said, turning red.
Dumbledore's eyes twinkled. "No harm done, my boy, no harm done. Oh, and by the way, fifty thousand points to Gryffindor for catching my book. I would hate if such a valuable tome became soiled."
Yes, I know this is an exaggeration.
But the system is completely unfair! The reason why Gryffindor keeps winning the House Cup is because Dumbledore gives them exorbitant numbers of points at the end of term. There is no set amount you can win or lose, like a point lost for failing to turn in homework, three points for answering a question correctly. The teachers could hand out points willy nilly to their own house. And they could give out however many they wanted to.
And don't get me started on the prefects! They could give themselves or their fellow housemates points for literally nothing!
Because the system isn't standardized, it's just a whole lot of chaos. If the house points were fair, Gryffindor would not have won so many times. See what happened in the scenario? Harry gets points taken for talking back to a teacher, which is fair, and then gets an exorbitant number of points back because he caught a book. There's nothing stopping them from being completely unfair with the system.
It's a very interesting concept in the books, but I think if JKR had added some structure to it, developed it and made it more plausible, it would be a lot better

I was rewatching the half blood prince and for the first time I saw the points thing
I think that we should have a house championship. If someone edits, they get ten points for there house. If they break a rule, twenty points get taken away, and stuff like that. We can also use peoples games, like trivia for house points. What do you think?
