These might be dumb questions but it was always in the back of my mind.
Was it mentioned anywhere how the voting for the head of ICW works? Like, who gets to vote, the whole wizarding community or just the leaders of the wizarding communities around the world?
Also, how do the wizarding communities choose their leaders?
Seems quite hard to believe that in the entire Wizarding World, no-one came close to the level of power Dumbledore and Voldemort had at the height of their power. Sure, Tom and Albus could have been the strongest in Britain, but surely the strongest in the USA, Japan, rest of Europe came close? Which begs the question, if Voldemort did succeed, what would the rest of the international Wizarding community have done to oppose him?
