Imo Snape being head of house was good, in the way that he pushed his students to do their best.

1. If there were nice Slytherins, it wouldn't really matter, because when everyone thinks something, you're not going to change their minds.

2. Draco and Pansy being prefects fits into context, because it kind of shows that they were smart, and not just bullies. But I do see your point.
