This blizzard was caused by Jacob's sibling before Christmas in 1985, which stopped the Hogwarts Express.[1]

In December 1985, Jacob's sibling was invited to The Burrow to spend Christmas. They wanted to give the Weasley family some presents and decided to create a snowfall around The Burrow. They tried to amplify the Snowflake-Making Spell with Merula Snyde, but didn't seem to succeed. However, it later appeared to have caused a blizzard at Hogwarts, which stopped the Hogwarts Express from sending students back home. Bill Weasley informed them about the blizzard in the Great Hall, much to their shock and surprise. Jacob's sibling, knowing it to be their own fault, learned meteolojinx recanto from Professor Flitwick and used it to stop the blizzard.[1]
