Cecil Shetland was a wizard who attended Hogwarts School of Witchcraft and Wizardry and became a prefect. His portrait was hung beside the doors to the Hufflepuff common room.

He had another portrait hung next to the Duelling Club. He thought that all the chirping and discussion the students had about the Duelling Club was very annoying, as duels were prohibited within campus when he went to school, thinking that rude behaviour should be banned. He also berated students if they were outside their common room after curfew, telling them to get back in their dormitory before he told Argus Filch, the caretaker.

He didn't like being bothered, once telling student to stop poking him, suggesting they had better things to do like studying.
