The Department of Intoxicating Substances was a department of the Ministry of Magic. It was probably a sub-division of another department, such as the Department of Magical Law Enforcement. It was responsible for making regulations on the consumption of alcoholic beverages.
The department seemed to be rather strict when it came to underage alcohol sales, putting up notices that warned against it. It is unknown what the punishment was for serving alcohol to underage wizards. Bilius Finbok was a worker at the Department of Intoxicating Substances.
Behind the scenes
- This organisation is mentioned only on a notice advising that "underage wizards will not be served alcohol" in the Three Broomsticks at The Wizarding World of Harry Potter. However, "underage wizards" in this case indicates anyone under 21, the legal drinking age in the United States, rather than 17, the age of majority for wizards and witches in United Kingdom.
