This individual was the daughter of a woman who lived in Privet Drive, next to the Dursleys' house.[1] The daughter's age is not specified, and it's unclear whether she lived there herself at the time.

On 1 November 1981, according to Petunia Dursley, she had been having problems with her mother. Petunia recounted this to her husband, Vernon, after he returned home from work.[1]
It's possible that she is also the daughter of the Dursleys' male neighbour.
