The Educational Decree Number Forty-Eight was one of the Educational Decrees created by Dolores Umbridge, former Hogwarts High Inquisitor. This Educational Decree made it mandatory for all students wishing to complain about the school or staff to do so in writing to the High Inquisitor.[1]

- As the numbering for this Educational Decree is not consistent with the numbering established in Harry Potter and the Order of the Phoenix, it cannot be considered canonical.
