The Educational Decree Number Thirty-Nine was one of the Educational Decrees passed by Dolores Umbridge, then-Hogwarts High Inquisitor. This Educational Decree gave the High Inquisitor the power to confiscate wands.[1]
Behind the scenes
- As the numbering for this Educational Decree is not consistent with the numbering established in Harry Potter and the Order of the Phoenix, it cannot be considered canonical.
- This Educational Decree constitutes a gross violation of the students' civil rights (the right to carry a wand at all times was established by the International Confederation of Wizards in 1692).[2]
