Before becoming an Unspeakable for the Ministry, Elton was employed as a Hit Wizard. He was one of the Hit Wizards tasked by the International Confederation of Wizards to capture Dai Ryusaki, who they wrongly believed to be a Dark wizard. After Ryusaki's arrest, execution and false labelling as a Dark wizard, he felt deeply ashamed for his role in the cover-up, which was the main reason he changed his career.[4]
At some point, his first date was with a woman called Ruthie Goldleaf.[3]
- Olivia Green: "Elton's been with the Ministry since... Well, since before anyone can remember."

Elton and Herbert in the Ministry All-Purpose Room
He had mentored Olivia Green when she worked in the Department of Mysteries, and she considered him her favourite mentor. By the 1990–1991 school year, he was a centenarian, and spoke to his dog Herbert Chewsworthy III. During this year, Jacob's sibling and Olivia Green spoke to him in the Ministry All-Purpose Room, asking for information regarding the Crown of Mneme. He told them that many crowns were connected to Hogwarts, such as Ravenclaw's Diadem, and he also mentioned how Carlyle Bimplethorpe would wear a Christmas cracker crown all year round for good luck. He informed them that the Crown of Mneme was immensely powerful, and suggested to avoid it at all costs, as it was linked to Dai Ryusaki.[2]
Elton met with Olivia and Jacob's sibling again at the Ministry, where he conversing with Herbert about Edgar Degas's art and badminton in the Ministry All-Purpose Room during his afternoon tea. He disagreed with Herbert over whether In a Cafe was more interesting than The Blue Dancers. He served them tea, and offered them his many varieties, including peppermint-licorice root, blackberry-lemongrass, smoked mango oolong and chai. When they told him that the Crown of Mneme was out of containment, he took them down to the Ministry of Magic Archives immediately with Herbert.[5]
Afterwards in the All-Purpose Room, he told the two the true story about Dai Ryusaki and his role in the cover-up, confessing his immense guilt. Jacob's sibling later approached him again in the Archives and presented them with a file on Dai Ryusaki's amulet when they asked him about it. He told them that Ryusaki had many items confiscated from him, including at least nine rings (two of which were made of solid jade) and other jewellery. After they read it, he explained how it attracted Dark wizards and witches, led people to practise the Dark Arts and how it kept slipping through the Ministry's fingers. He told them it was nothing but trouble and how it should have been kept safe at the Ministry.[4]
Elton kept a file which detailed his own recipe for shepherd's pie which he considered invaluable. It became misplaced in the Spirit Division and Olivia had Jacob's sibling find it for him.[6]

Elton speaking to Jacob's sibling in the Archives
Jacob's sibling again spoke with Elton in the Archives regarding "R"'s plan to test the Crown of Mneme. He informed them this would be extremely dangerous, given how the Crown had been affected by the Sunken Vault, and to stop the demonstration at all costs, wishing them luck.[7]
Elderberry again spoke with Jacob's sibling and Olivia in the All-Purpose Room. There he informed Jacob's sibling that Ryusaki died on 22 June, almost 300 years ago, allowing them to realise his anniversary was soon approaching.[3]
