In or around 1932, the German Ministry of Magic fell under the control of Gellert Grindelwald and his acolytes, under whose direction the governing body became little more than a puppet structure with which to facilitate their victory in the Global Wizarding War.[1]

Having decided that it would be easier to join the Dark wizard's revolution than it would be to do the right thing by continuing to fight him,[2] Anton Vogel, the Minister for Magic in Germany in the early 1930s, relinquished control of the German Ministry of Magic to the Alliance, thereby becoming little more than a puppet to Gellert Grindelwald. After his change in allegiances, Vogel's commanding Auror, Helmut, joined the Alliance as well, and the career politician used the premises of the Ministry to set the stage for his new leader's very public absolution.[1] In an effort to make Grindelwald's supposed innocence seem more legitimate, Vogel issued warrants for the arrest of those of the Aurors that had survived the failed attempt at apprehending Grindelwald during his rally in Paris in 1927, and who had witnessed the murder of Leta Lestrange.[3] One of the people who was locked away so they could not corroborate the truth of Grindelwald's crimes was Theseus Scamander, who was imprisoned at Erkstag.[4]

To strengthen his leader's power, Vogel also came up with sensible reasons for other Ministers of Magic and representatives to negate any interference with Grindelwald's restored liberties so he could run for the title of Supreme Mugwump in the 1932 election, and thereby achieve his goal of a wizard-Muggle war.[5]
