A Federal Identity Commissioner[1] was a position within the Magical Congress of the United States of America, responsible for keeping records of MACUSA employees and certifying employee identification.[1] As such, their signature appeared on the identification card of Porpentina Goldstein, a worker in the Wand Permit Office.[1]
