Flour is a powder made by grinding raw grains or roots, and is an ingredient for many foods.[1] Rubeus Hagrid kept a box of flour in his hut.[2]

Flour was used by Rosmerta to produce Christmas cake, Cornish pasties, and sandwiches.[3]
Flour was an ingredient in Hagrid's rock cakes. Whilst making a batch of rock cakes at Christmas in 1987 he accidentally stumbled into a bag of flour which coated his beard. As he was in a rush, he didn't manage to get it out in time when he was delivering presents and as a consequence many people thought he was dressing up like Father Christmas.[4]
Sacks of flour were stored in the Hogwarts kitchens, where they were used by the house-elves in the preparation of meals.[5]
