The Foundables Spell (incantation unknown) was cast sometime in the 21st century, likely by Grim Fawley, to unleash the Calamity, leading to numerous breaches of the International Statute of Wizarding Secrecy and the creation of Fortresses.

History

Some people, such as Constance Pickering, believed Fawley cast the spell as "punishment" for the British Ministry of Magic failing to find his missing wife Penelope.
