Minister Harold Minchum was a British wizard who served as the thirtieth Minister for Magic of the British Ministry of Magic, in office from 1975 to 1980.

He was seen as a hardliner, and placed even more Dementors around Azkaban. But he was unable to contain what seemed like Voldemort's unstoppable rise to power.
