Head of Incarceration[1] was the title given to a witch or wizard in the employ of the International Confederation of Wizards that served as its chief security officer in matters of the containment and incarceration of internationally wanted criminals who are wanted for crimes in more than one country, pending trial.[2][3]

- Given the fact that the police do in fact hold prisoners following arrest prior to imprisonment, and are involved in the transportation of prisoners, it is possible that Spielman worked for the International Wizarding Police.
