Mr Slughorn was a wealthy British wizard born into the ancient Slughorn family, a member of the Sacred Twenty-Eight. He was a high-ranking Ministry of Magic bureaucrat in the Department of International Magical Co-operation, and the father of Professor Horace Slughorn.[1]
Biography[]
He and his wife were doting parents to Horace, bringing up their son from a young age to believe in the value of the family's connections, and encouraged him to make friends "of the right sort" once he arrived at Hogwarts. While Slughorn's father was never "militant" in his pure-blood beliefs, he encouraged a quiet belief in the family's natural superiority.[1]
Despite his parents' ambitions for Horace at the Ministry, their son was never drawn to politics, preferring a less taxing existence.[1]
Mr Slughorn and his wife had already died by the time their son retired from teaching at Hogwarts School of Witchcraft and Wizardry late in 1981.[1]
During the 1987–1988 school year, Gwenog Jones sent an owl to Mr Slughorn's house, but it came back unanswered. It is unknown whether Gwenog knew that he was deceased, or whether the house was owned by someone else after his death.[3]

Given his views, he was likely pure-blood, but also may have been a half-blood in the pure-blood family like some Malfoys - see Writing by J. K. Rowling: "The Malfoy Family" at Harry Potter (website)
