This licence was issued by the British Ministry of Magic in order to validate a witch or wizard's permission to sell magical artefacts in the wizarding world. Failure to produce this licence upon request could result in a fine from a Ministry of Magic official.[1]
History[]
In 1997, Mundungus Fletcher was questioned by Dolores Umbridge on his ownership of this licence. Failing to produce it, he was threatened with a fine unless he gave her the locket of Salazar Slytherin, which he had previously stolen from 12 Grimmauld Place.[1]
