Minister Liu Tao (Chinese: 劉洮)[3] was a Chinese wizard who, in the early 1930s, was the Chinese Minister for Magic.[1] In 1932, he was one of the candidates for the post of Supreme Mugwump of the International Confederation of Wizards. Liu was unsuccessful, with Vicência Santos winning the election.[2]
Biography
In 1927, he was listed in Nicolas Flamel's phoenix-embossed book, although Tao was not present when Nicolas needed help.[4]

In 1932, Liu ran for the post of Supreme Mugwump of the International Confederation of Wizards. He attended The Walk of the Qilin Ceremony in Bhutan with fellow candidates Gellert Grindelwald and Vicência Santos. Liu and Vicência witnessed Grindelwald cheat and win the ceremony, before declaring war on the Muggles and torturing Jacob Kowalski.[2]
Liu was unsuccessful in winning the campaign when the Qilin first chose Albus Dumbledore and then Santos to be Supreme Mugwump. Liu watched while Grindelwald tried to kill Credence Barebone and began duelling Dumbledore.[2] He later assaulted Grindelwald with an orange spell, along with several powerful wizards and Aurors like Newt, Theseus, Eulalie, and more.
Magical abilities and skills
- Nonverbal magic: Tao was able to cast nonverbal spells with ease, as he fired offensive spells at Gellert Grindelwald in Bhutan with other wizards without incantations.[2]
