Martial De Foley was a French wizard who was the French Minister for Magic during the late 1920s. Le Cri de la Gargouille reported on his budget cuts to security after the Minister of the Bureau des Jeux et des Sports Magiques announced that the Triwizard Tournament would once more not be held.[1]
