The Ministry Memorandum was a memorandum issued on 31 December 1875 by the British Auror Office to Aesop Sharp during his time as an Auror, prior to his career as the Potions Master in the 1890s.[1]
It addressed the increasing activity at Borgin and Burkes, raised suspicions of illegal operations within the shop, and ordered the deployment of additional Aurors to monitor the establishment, including Sharp.[1]

- Borgin and Burkes has had an increased amount of activity outside of ordinary shop hours, particularly in the wee hours of the night with suspicious deliveries being made to the shop's back entrance.
- Given what we know of the shop's reputation, we are adding more Aurors to join those that have already been watching the shop. You are amongst the new additions.
