This man was an American No-Maj who worked as a policeman for the New York Police Department in 1926.
Biography[]
He interviewed two witnesses when some of Newton Scamander's creatures were accidentally released from his suitcase, where one believed it was a gas explosion and the other was going to tell what he saw before he got obliviated to make him agree with the other witnesses belief causing some arguments and paranoia in the crowd.[1]
