The Office for the Detection and Confiscation of Counterfeit Defensive Spells and Protective Objects is an office located within the Department of Magical Law Enforcement at the Ministry of Magic. It was created in 1996 by then-Minister for Magic Rufus Scrimgeour.[1]
History
Following the Battle of the Department of Mysteries and the official declaration that Lord Voldemort had returned, this office was one of several new divisions set up by Scrimgeour in response to the crisis plaguing the country. Its primary task was to confiscate fake protective spells and charmed objects (such as cursed sneakoscopes, fake protective potions, or in one particular case, a medal that turned the user orange).
While many such objects surfaced in the panic after Voldemort's return, the purpose of their creation was not always clear- creators may have simply been profiteering, or it may have been something darker, as some of the confiscated articles were highly dangerous. Most of the perpetrators were described by Molly Weasley as people such as Mundungus Fletcher who had not worked an honest day in their lives. However, occasionally something exceedingly dangerous did turn up.[1]
The head of the office upon its creation was Arthur Weasley, who was promoted from the Misuse of Muggle Artefacts Office in 1996. Arthur had ten people working under him in the department at that time.[1]
